Topics: European/international overviews on policies, research, practices, professional training. This presentation give an over-view of the present practices of the organization of ECI in a complex and problematic area in Portugal – Lisbon Region. We have near 10.000 children population from 0-5 years old, based on census 2001 and considering 3,7% of children eligible, according to European Agency for Development in Special Needs Education. In Portugal there are a lot of services with many heterogeneous organizations, politics and different conceptual framework on early intervention.

The governmental law 281/2009 and the SNIPI – Sistema Nacional de IntervençãoPrecocenaInfância (Early Childhood Intervention National System) founded the first steps of a uniform system organization in Portugal and so in Lisbon Region. During the last two years (2010-2012) we have implemented 36 Local Early Childhood Intervention Teams, trying a service coordination and integration on a philosophic basis of the developmental systems approach to early intervention. We propose discuss our experience at this historical moment of ECI at Lisbon region, sharing problems and positive aspects, and the implications of these practices on ECI in Portugal.
